On the afternoon of February 3rd, Hi-Speed Dejian International Branch convened the 2025 Annual Summary and Commendation Conference. Zhao Jianqiang, Party Committee Secretary and Chairman of Hi-Speed Dejian Group, attended the conference and delivered a speech. Members of the branch's leading group, department managers, as well as the management staff from the domestic headquarters, project departments and those on home leave from overseas posts attended the conference on site, while overseas institutions participated via video link. The conference was presided over by Xu Hongfeng, Chief Safety Officer.

After the reading of the Decision on Commending the Advanced Collectives and Individuals of 2025, the leading officials on the rostrum presented awards to the representatives of the commended advanced collectives and individuals.

Li Ruiguo, Party Branch Secretary and General Manager of the branch, delivered a work report entitled Anchoring the Going Global Strategy, Consolidating the Foundation for Transformation, and Forging a New Journey for the High-Quality Development of International Business. He elaborated on the achievements made by the branch in 2025 from the aspects of market layout, project performance, cost control, compliance management, talent cultivation and Party building leadership, and pointed out the deficiencies in work as well as the difficulties and challenges faced by the branch.

He proposed that in 2026, the branch will strictly abide by the principle of "Market Leadership, Compliant Operation and Controllable Risks", thoroughly implement the decisions and arrangements of the Group Party Committee and the Board of Directors, and carry out its work in accordance with the philosophy of "Taking in-depth localization as the foundation, centering on benefit improvement, striving to upgrade the business model from single construction to industrial chain synergy; focusing on deep plowing core markets and tackling high-quality projects to achieve sustainable high-quality development". First, continuously improve the construction of overseas platforms and strengthen the control of operational risks; second, further deepen market layout and enhance the effectiveness of market development; third, take multiple measures to strengthen project performance and build a high-quality project brand; fourth, constantly consolidate basic management and boost the core competitiveness of the company; fifth, further deepen the leadership of Party building and gather synergy for development.

He emphasized that as a platform company for Hi-Speed Dejian's overseas business, the branch must keep pace with the overall layout of the Group's overseas development, unite as one to forge ahead, break through difficulties with courage and take proactive actions in the complex international market. The branch will also continue to deepen the construction of the family culture featuring "Emotional Integration, Synergy Gathering and Joint Creation", improve the employee care mechanism, gather team strength with a warm atmosphere, and activate the endogenous motivation of all staff to pursue their careers with dedication.

On behalf of the Group Party Committee and the Board of Directors, Zhao Jianqiang delivered a concluding speech. First of all, he highly recognized the achievements and honors obtained by all cadres and staff of the International Branch in 2025 for their unswerving practice of the "Going Global" strategy, fully affirmed the work arrangements for 2026, and informed the conference of the overall development of the Group in 2025. He stated that as the most crucial link in the Group's global strategic layout, the International Branch should focus on the following six key tasks in 2026:

Adapt to international trends, intensively cultivate the existing country-specific markets and explore potential emerging overseas fields. At the same time, strengthen the concept of "full-staff operation" to help the Group achieve new breakthroughs in international business.

Second, Strictly control funds to maintain smooth capital circulation. Firmly implement the concept of "cash is king", strengthen budget control, settlement management and project payment recovery, and fully ensure the smooth circulation of the company's capital "blood".

Third, Pursue efficiency through management and improve operational quality and efficiency. Firmly establish the orientation of "Efficiency Comes from Management, Quality Improves with Management", attach great importance to the maintenance and management of the Group's high-tech enterprise qualification, focus on project management and enhance operational efficiency.

Fourth, Fulfill risk control duties and pursue excellence in safe production. Strengthen risk prevention and control as well as duty performance management, improve the emergency response system, and promote the quality and efficiency improvement of safe production and the pursuit of excellence in safe and civilized construction.
